Scottish litigants, rebels and cautioners (1592-1599)
The Privy Council of Scotland exercised a superior judicial authority in the kingdom, and consequently received and dealt with a constant stream of petitions, as well as dealing with the internal security of the state. This register of the council from August 1592 to May 1599, in the reign of king James VI, was edited by David Masson and published under the direction of the Deputy Clerk Register of Scotland in 1882. The publication brings together the contents of the principal register (Acta Secreti Concilii) with acts and bands (bonds) of caution (surety) from the registers called Acta Cautionis (pp 561-730); Acts and Ordinances relating to the Borders and the North (731-748); and Miscellaneous Privy Council Papers (749-769). Many of the individuals mentioned are the complainants, those of whom they complained, and the sureties on both sides: at this period, many of the complainants are alleging serious attacks, often of a feuding nature. Many of the bonds entered into by the cautioners are promises to keep the peace towards such enemies. Failure to answer to the council when summoned was a serious contempt, leading to being denounced a rebel, with serious consequences.

Masters and Mates of Merchantmen: Certificates of Competency (1857)
The Mercantile Navy List and Annual Appendage to the Commercial Code of Signals for All Nations, edited by J. H. Brown, was published By Authority in 1857. It includes this full list of 'Masters and Mates who have passed their examination and obtained Certificates of Competency', from number 1 to number 15816, except for those whose certificates had been cancelled. The first column gives the number of certificate; the second column full name, surname first (an asterisk before the name denotes those who are found qualified to act in fore and aft-rigged vessels only; two vertical lines denotes in North Wales fishery only; a double dagger, passed the examination in steam; and a dagger refers to honorary testimonials, details of which are printed at the end of the section. A B C D are the distinguishing letters for the four classes of Meteorological Observers); third column, class examined (1 ex, 1, 2 and 3 denote First Extra, First, Second and Third Class Master's Certificate, granted under the Voluntary Examination, by Order in Council dated August 1845; Ex C, Master Extra; O C, Master Ordinary; 1 M, First Mate; O M, Only Mate; 2 M, Second Mate; L. R. N., Lieutenant Royal Navy; M. R. N., Master Royal Navy; E. I. C., East India Company; M. I. N., Master Indian Navy.); fourth column, year of certificate (where there are two dots, this is to represent a 'ditto' to the year next above); fifth column, Examining Board (Aberdeen, Belfast, Bristol, Cork, Dublin, Dundee, Glasgow, Greenock, Hull, Leith, Liverpool, London, Newcastle, Plymouth, Shields or Sunderland).

Masters and Mates of Merchantmen: Certificates of Competency

Civil Service Appointments (1860)
The Civil Service Commission published an annual list of all persons who had obtained certificates of qualification for appointment in the various public departments. The list gives full name (surname first); department (such as Post Office, or Inland Revenue); situation (such as Letter-carrier, or Clerk); and date of certificate. Candidates whose names are preceded by a dagger obtained appointments as the result of competition; a double dagger indicates open competition. Those whose names are preceded by an asterisk obtained honorary additions to their certificates either for proficiency in extra subjects chosen by themselves, or for marked proficiency in the prescribed subjects. Then follows a further list of these candidates who had obtained Honorary Additions to their Certificates in this way: giving name (surname and initials); position in the service (department and situation); subjects for which honorary additions were made; and 'extent of knowledge displayed' (such as Creditable, Fair, or Very Creditable). 1 January to 31 December 1860.

Each year the best soldiers of the regiment were chosen for long service and good conduct medals. This register gives rank, name, regimental number, and date of recommendation. (The sample scan is from the East Surrey regiment). The register is essentially a register of recommendations, annotated with details of the issue of the medals. Where no gratuity accompanied the medal, the entry is marked 'W. G.' (without gratuity); where, for one reason or another, the medal was not issued, the entry is marked 'N. S.' (not sanctioned) and struck through. The regiment was based on the 75th Regimental District - Aberdeen. The 1st battalion was moved from Malta to Egypt in 1882, and added "Egypt, 1882, 1884", "Tel-el-Kebir" and "Nile 1884-1885" to the regimental honours. It was moved to Malta in 1885; on to Ceylon in 1888; and from there to India in 1891, being stationed at Rawul Pindee by 1895. It took part in the Chitral Relief Force of 1895, and the North West Frontier campaign of 1897 to 1898, adding "Chitral" and "Tirah" to the honours. The battalion returned to Scotland in 1898, but was sent out for the South African war in 1899. The 2nd battalion was moved from India to South Africa in 1881, taking part in the Boer war, returned home in 1882, and by 1885 was stationed at Devonport. It was sent to the Channel Islands in 1885; to Ireland in 1887; and back to Scotland in 1891, and by 1895 was stationed at Glasgow. It was moved to England in 1896; to India in 1898; and to South Africa in 1899. The two battalions added "South Africa, 1899-1902", "Paardeberg" and "Defence of Ladysmith" to the colours.

The London Metropolitan Police Register of Joiners (MEPO 4/336) lists policemen joining the force 1 January 1892 to 23 June 1902 (warrant numbers 77319 to 88811). The register is alphabetical, in so far as the recruits are listed chronologically grouped under first letter of surname. It gives Date of Appointment, Name, Number of Warrant, Cause of Removal from Force (resigned, dismissed, promoted or died), and Date of Removal. A final column of 'Remarks' is largely blank, but occasionally gives an alias or a cross-reference to another warrant number.
