Sir Owen Hopton, the Lieutenant of the Tower of London, submitted quarterly claims for the expenses of keeping the political and religious dissidents (mostly Roman Catholic recusants) in his charge - a 'keeper' at 5s a week, fuel and candles at 4s a week, and for himself 13s 4d a week, for each prisoner. These selections from the Oxford city records were printed in 1880 under the direction of the Town Clerk. Much of the material comes from the council minutes: 24 common councillors were elected out of the citizens at large each 30 September. Apart from the general administration of the city, a large number of cases involve people brought before the Council for using improper language, or other misbehaviour. There is an almost unbroken series of hanasters, or admissions to freedom of the city, listing the names of those who by purchase, birth or apprenticeship were admitted to the guild merchant.PHILBIE. The poll of the livery of London for four citizens to represent the city in Parliament took place at Guildhall from 16 to 23 March 1768, the candidates being the Rt Hon Thomas Harley (H), sir Robert Ladbroke (L), sir Richard Glyn (G), William Beckford (B), Barlow Trecothick (T), John Paterson (P) and John Wilkes (W). This poll book lists all the voters by initial letter of surname, and then company by company, giving full name (surname first), address, and votes cast.PHILBIE. The Mercantile Navy List and Annual Appendage to the Commercial Code of Signals for All Nations, edited by J. H. Brown, was published By Authority in 1857. It includes this full list of 'Masters and Mates who have passed their examination and obtained Certificates of Competency', from number 1 to number 15816, except for those whose certificates had been cancelled. The first column gives the number of certificate; the second column full name, surname first (an asterisk before the name denotes those who are found qualified to act in fore and aft-rigged vessels only; two vertical lines denotes in North Wales fishery only; a double dagger, passed the examination in steam; and a dagger refers to honorary testimonials, details of which are printed at the end of the section. A B C D are the distinguishing letters for the four classes of Meteorological Observers); third column, class examined (1 ex, 1, 2 and 3 denote First Extra, First, Second and Third Class Master's Certificate, granted under the Voluntary Examination, by Order in Council dated August 1845; Ex C, Master Extra; O C, Master Ordinary; 1 M, First Mate; O M, Only Mate; 2 M, Second Mate; L. R. N., Lieutenant Royal Navy; M. R. N., Master Royal Navy; E. I. C., East India Company; M. I.
